the only way i could surpass it by using mouse (instead of R-stick) when it was too difficult, so it was not that bad. i remember though it was pretty frustrating in couple action scenes with that movement.
i recommend sticking with the game. i finally finished it and it's amazing, far better than BEYOND : Two Souls.
Using "Cross Shape" in "Dead Zone Shape" totally fixed the semi-circle QTE for me.
Another big issue remaining was the slow QTE with a discontinuous line. To help with those I put "Dead Zone Inner" to min and "Dead Zone Outer" to max.
This is probably equivalent to setting "Enable Deadzone" to "None". Anyway, make sure "Enable Deadzone" is set to "Configuration" because I think your configuration won't have any effect if set to "Calibration" (which will use the global Deadzone setting of the controller).
Last thing for slow QTE, I believe the game also has a deadzone setting which can be overridden. To do this I put "Output Anti-Deadzone" at around 10/40 so my input get recognized as soon as I move the joystick and not at mid-axis.
2. Right Click on "Heavy Rain" from steam library and click on Manage→Controller Layout.
3. If it is the first time you opened this screen, then it will show two introductory pages. Skip them by pressing A.
4. Now click on "Edit Layout" option.
5. You will see a navigation menu on the left side. Click on "JoySticks".
6. Click on Gear icon besides "RIGHT JOYSTICK BEHAVIOR".
7. Select "Dead Zones" from left menu.
8. Choose "Custom" in "Deadzone Type".
9. Now choose "Cross" for "Dead Zone Shape" and close the window. It should work perfectly now.

Go to the game (heavy rain) - then click on the little gear far to the right - click on the last option. Then under "controller" you can turn off steam input, which completely fixed my issue.
