Norman (FBI guy) only gets clues to his gadgets when he goes there himself to inspect the scene or is given files by a higher authority. Since the charges were dropped (Gordi's father paid to have them dropped) there we're no files to give. Which could also explain why Shelby knew about the incident since he was a former police officer that might've been on duty at that time of the incident.
a) it's simply a plot hole. It's not the only on in the game (which sports at least 10 to 15 major plot holes, and you just noticed one of them.

b) Call it 'creative thinking' but basically not matter what you do in the game Shelby is the killer, nothing change that, in fact it's the most linear Quantum Dream title you can buy. So, since the story is 'the story', not 'your story', essentially Shelby is 'mad' at the copy cat killer, and wants to explore why someone would copy his murders. Still doesn't explain how he knew about it, as you said it's all falling under 'well he's an ex-cop so....'.
Personally I think it's a mix of the two. The game does that twice the tip about the killer surgeon? come on. , so it seems part of the unreliable narrator they were going for, as per the example of evident error when Shelby hits the man with the typewriter but you are controlling shelby at that particular moment. Furthermore, the window is left open to give you an idea the killer just came out of that window, but guess what - in the flashback, Shelby never opens the window .
Endless.
And tbh I'd say Beyond Two Souls is the most linear title out of the three Quantic Dream games I've played. Wasn't a bad game but choices did not matter until the end unlike Heavy Rain where your character can legit die halfway through if you fail a QTE sequence.
There was no point in Gordi's involvement besides giving Shelby someone to try and pin it all on.
There was no point in psycho doctor's involvement besides as another thing for the player to screw up.
Ethan's blackouts only served the purpose of setting the cops after him, but no explanation was given for why he had them, let alone why he had origami animals in his hands, nor why the letter from the killer was in his home several days before the kidnapping (which could only have been coincidentally timed since it happened during one of Ethan's blackouts).
AAAAND Norman's whole thing with the VR and the drugs... What was ANY of that for? Really? Or was it the character designer going "everyone else is so obsessed with Saw, so I'm going to just make CSI Miami and Matrix references for no reason".
And for those of you debating the clock shop scene, there is no way that anyone could have believably got in and out of the back of the shop without passing the camera in that short space of time. And since the camera was focused entirely on the girl while it happened, it was obvious beyond any sort of doubt who did it... Like why is anyone even using spoiler tags?
