Possible fix for Micro-stuttering on AMD hardware
Noticed micro stuttering recently while doing another playthrough of the game. Using a 5700xt with ryzen 5 3600. This a POSSIBLE FIX and seems to work better for anyone using an AMD freesync monitor like myself. Here is the following things I did to fix the issue:

-make sure logitech G hub isn't running in the bachground
-disable AMD freesync for the game within the radeon settings

The second part (disabling freesync) really seemed to do the trick and not running logitech G hub (if you're running it) might not be a necessary step. However, incase just disabling freesync doen't work I thought I would mention that I had also killed the task for G hub when disabling freesync. Let me know if this also helps anyone else who is facing micro stuttering and hopefully Quantic Dream may fix this in the future.

UPDATE: I noticed that when freesync was disabled the fps didn't look like it was running at a full 60 frames so I also went into the user_setting.ini file in the Heavy Rain install directory and changed the VSyncInterval=1 to VSyncInterval=0 (this basically removes the fps limiter and runs the game's fps based on the refresh rate of your monitor).
Could you remember if removing the fps limit caused issues? Thanks for this info tho!
Hey there, forgot that I posted this a while ago. At the time I had a 75Hz monitor and running a game at 60fps on that kind of monitor can lead to improper frame pacing or stuttering. Usually when capping your fps you wanna cap it at a number that is divisible by your monitor's refresh rate (30fps -> 60Hz). If you're running your monitor at 60Hz or 120Hz then you're totally fine leaving the fps capped at 60fps. I had a 75Hz monitor and tried to set the game to 75fps so that I wouldn't get improper frame pacing or stuttering but got weird glitches in the game (MINOR SPOILER: like how I was able to find Jason in the Mall scene). SO I'd recommend sticking with 60fps or lower to prevent weird glitching. If you have a weird monitor refresh rate like I did (upgraded to a better monitor now) I'd switch the refresh rate to like 60Hz or something before playing but honestly the improper frame pacing/stuttering wasn't too bad and didn't ruin the game for me. If this is causing a tone of problems on your and though it could be worth trying to see if it fixes you're problem. Hope this helps!
I have LG OLED 120hz. I just had a go at 100 fps locked and it seems fine so far. Not experiencing stuttering. Will see how it goes.
