If you want to play it play offline guaranteed, then yes, get the PS4 version.
PC Version is locked to online only because of the stupid DRM.

Nope. I do have a PS4 but I'm not spending another dime on the franchise until they remove the DRM or have an offline option. I didn't do my homework and it's too late to get a refund now, but I'll find other options. If someone doesn't develop a crack, then I guess I'll just hold out until PS4 emulation is viable and download a copy then.

Yes, Neowiz has a long history of shutting down their servers, even with DJMAX specifically. DJMAX Online was the first DJMAX game, and that's been shut down for a very long time. Some people can still play it with fan-made servers, but Neowiz shut that down ages ago and has not looked back.
DJMAX Trilogy was the next DJMAX game to come to PC with online play, and the servers for that have also been long shut down. There was a small point in time where somebody was trying to make a fan-made server for it, called DJMAX Trilogy REBORN, but I don't think it's active anymore. You can still play DJMAX Trilogy singleplayer, but the online component is long gone.
There were also DJMAX Ray and Technika Q as stated above, and yeah those are gone.
And then there's the "Portable" series of games for PSP (Portable 1, 2, 3, Clazziquai, Black Square, Hot Tunes, & Fever (I... THINK that's all of them?)). I actually busted out my old PSP to test this myself, and I can't tell if they're functional or not? Either they don't work anymore and the multiplayer option just ACTS like it's trying to connect to another player, or nobody is playing DJMAX Portable LOL. I'm also not even sure if all of them HAD online. I booted up Portable 3 on my Vita, and it completely lacked the option. Either it didn't have it at all in the first place, or they removed the option when they re-released Portable 3 on the online Playstation store.
I REEEAAAALLLLLLLLLLY hope Neowiz has an end-of-life plan for RESPECT V, it's easily my favorite in the DJMAX series of games. It'd suck for the servers to just disappear one day, and have this game just rot in my steam library.
I don't think it's going to shut down any time soon since they only recently implemented 90 day long seasons with battle passes, so we're good for a good while.
Steam is the go-to place for pc gaming and plenty of players have invested in this game. It wouldnt be wise for neowiz to shut it down. They will receieve a lot of backlash.
Same reason why most Korean game developers only made online and mobile games until popularity of Steam went up in Korea.
This game, however. Unless someone reverse-engineers the server, or someone leaks it, or they make the game available offline later(which I doubt they would). You won't be able to play the game after they shut down their service.
