Why are people so surprised that installing files not created by the developer of an application, intended to modify that application in ways not intended by the developer, is not permitted in this circumstance?

Its because of the mental disassociation people build between "modding" and "cheating." One of those words has very negative stigma. The other is generally positive, or at worst neutral. When a game openly supports mods/cheating, its never phrased as supporting cheating. Its always "mods are allowed." Not to blame the devs (can't be promoting something negative, right?) but the entire culture around mods is meant to disassociate from the negative stigma of cheating. So these people that are growing up in the golden age of modding have no clue that its the same thing.

i am kinda surprised mods are considered cheating... sure in races and contested territory but in the base game i think it could be kinda fun.

Heck! i hate the trophy system so i wouldn't mind it removed and the PVP stuff also gone and it just costing monkey money to allow modding to exist i reckon. besides... the trophy system kinda ruins the game for me because it costs trophys to buy songs and the music tracks are kinda limited, which is sorta boring.

I know... you can always just run some music in the background but it would be nice if the game itself did more with the music so we didn't need to.

This Game does not make a difference, because lot of things are serverside. They would had to code the whole game new to make it work.

pretty much only the out-of-game parts, like showing leaderboards... for the actual game part of this game, you are the game logic server. Multiplayer has a middleman for connection and syncing purposes, but it doesn't handle the game logic - that is again you.
