Rogue Legends, tied to Steam or Ninja Kiwi account?

The Rogue Legends looks fun and I might buy it.

But I can't find it on the STEAM Store page for Bloons TD 6, so I'm unsure how exactly buying it binds to "me" or my account.

Does it bind to my STEAM account only? Or can I use it cross-platform in some way? Also, why isn't it listed as DLC on the STEAM Store Page?

It binds to your Ninja Kiwi account, because I bought it on steam and can play on mobile

no, it's because BTD6 uses ninja kiwi accounts for your player data.
