I have 8mil pops on a dartmonkey in a normal game on the first map but it only added like 900k to the mermonkey is this like a glitch

The XP a tower gains is based on how many of that tower were placed, how many pops they got, and is severely reduced in Freeplay mode.

If you're saying that you're running a test with a solo tower in each case, but that in each case the tower got to the same round with different pop counts, then I've got no idea why -- so yeah could be a glitch.

the "unlock" system is misleading on pop-count. you have to literally pop things, not do damage that's tracked as a stat that's called "pops"

Specifically, it's the "pop count" stat on the endcard whenever you win or get a game over on a level. I did deep run into freeplay when I was still unlocking it, and despite having multiple towers that did hundreds of millions of damage each, I only had around 2 million actual popped bloons at the end, which were counted for the unlock requirement.

You need bloon pops, not layer pops. A pink bloon is 5 layers, but 1 bloon. Don't remember if moabs count as 1 pop including all the ceramics inside or not. If the ceramics do count, then a moab would be 5 pops towards the Mermonkey.
The monkey got 900k pops as in layers popped, because when you are attacking a ceramic class or higher, you will notice your monkey gets damage but the pop is when that bloon turns into whatever bloon type is under it
