Paragon pop degree

Do i need to select the tower with the most pops to get the highest paragon degree i can or will it count all the pops without selecting the one with the highest pops?

pops mean nothing as far as i can tell

The wiki seems accurate for Paragons[bloons.fandom.com], so pops count, but in my experience it doesn't matter which tower you upgrade to Paragon. If you'd like to confirm, just upgrade a tower to Paragon before starting a round, then return to the main menu and continue that game (you start at the end of the last complete round, which will be before you upgraded the Paragon).
