"legends" is the name they are using for "spin off" game modes for lack of a better term.
Rogue legends is what you are buying this time around, and it is not "just one map" it is it's own gamemode, with different rules and mechanics, that involves playing a series of maps (some new some old), starting with a hero and fixed set of units.
You gather artifacts (And can unlock some for starting future runs with), can upgrade units to start higher in runs etc.
So yes, it is $10 for this <gamemode> and they might release something different under the "legend" banner, like idk, a card game or something who knows, and that would be it's own purchase, with a price dependant on how big it is.
