Good? Mid tier at most.
My PC is worse than yours and I don't have noticeable slowdown until the mid 200s. If you're using a lot of projectile spammy towers it can tank your FPS. What towers do you typically use in lategame runs?
No applications short of benchmarking software will use EVERY CPU core to the maximum - today's CPUs have lots of them - available.
Just because a CPU is being actively used does not mean they have to be operating at 100%.
Hence you will never see your CPU at 100% usage, and if you do, that is really not a good thing as performance in all involved applications + the OS itself will suffer.
Later levels tend to have a lot of things to keep track of - i.e. tons of projectiles - so yes, it can be a fairly demanding game compared to its cartoonish looks.
Speaking of looks, GPU is not an issue in this game so yes, you will not see high usage from your video card.
The main bottleneck in the game is the CPU, and only in later levels when you have multiple monkeys, tons of enemies, and even more projectiles that the game has to all keep track of.
