She does not fill any gap.
If you could place her for ~100 money and her mobility was better we finally had a starting hero for maps like Ravine. Of course for balance reasons her lategame would have to be worse in this scenario as level 20 is pretty solid.
But so are other heroes.
Also I do not consider her as a buffing tower for helis and aces; except if you go heavy for air you can save a few thousands.
I do like the option to have two weapons we can choose from, the first two abilities and the aircraft upgrade discount.
Side note, the adrenaline rush passive feels very random.
Except the beast handler can actually somewhat do its job if you invest entirely too much time and resources into it. Meanwhile microing the ♥♥♥♥ out of Rosalia gets you results comparable to dropping Quincy and going AFK.
Either way, the whole point of "hero" towers in a TD game is that the heroes are supposed to be much more powerful to compensate for the fact you only get a finite number of them. If you can compare a hero to a generic tower with a similar role and the hero comes off looking worse, that's a failure of a hero.
And her fly ability should be like a toggle. Constant flying but sacrifice a bit of power. Then for X wave or Y map you can choose to swap around.
