Cant use Paragon after unlocking it

My brother started to play BTD6 recently and he unlocked paragon dart gunner , but for some reason he cant use it , he went to sandbox and made all 3 monkeys tier 5 but paragon option did not appeared.
Before you start writing ,,you cant make paragon in sandbox'' ill say , as 155(1) lvl player , that you can , because i went to my sandbox and made paragon without problems , and i simply forgot how to enable them , knowledge doesnt have a skill , does he have a bug or something ?

has it been used previously in a normal game because you have to have used it in a normal game first before you can use it in sandbox

do it in challenge editor by setting your starting monies high if you just want to check it out real quick / do some testing
You will still need to do it in a regular game to unlock it in sandbox.

ye dart monkey , i used wrong word woops , but i think he figured it out , just like comment above , you need to unlock it regularly first to use it on sandbox.
