No statement said mod is allowed for BTD6 especially there is a Race Mode and everybody knows what does a mod do in hurting the fun and fairness... (Read Ninja Kiwi T&C under "Limited License; Content; Ownership)

You can however create custom challenge.

Just don't use mods while doing an online challenge or go offline or kill of the connection to the game from the internet and then use mods, like every other singplayer game with online.

It's true, regular mods don't really exist, but there is an interesting challenge I remember. One of the big BTD6 youtubers, ISAB, played this challenge. In it, you played on a completely invisible version of the map from BTD1. This wasn't a mod; the map was an unfinished version left in the code to never be implemented. It's unlikely anything will materialize this, so for now, the modding scene is non-existent. Otherwise, there are certainly hacks for BTD6, as I've seen friends use them instead of getting good which kinda makes me mad.

Guess he could always do TD Battles, only really seen it from some kid youtuber and its mostly stat changes, but it seems TD Battles does have something.
