I do not believe this is the case. Steam Achievement Manager exists. Getting the achievement is not the issue, it's a thing of getting it legit way. I am pretty sure most people who have it, got it through SAM. Also 1 skill point is behind it which is just dumb, you are not getting this achievement before you get max lvl.
Sapper was badly designed from the start, but it is what it is. The real stupid addition was the non-retroactive Daily Challenge one. That's the kind of ♥♥♥♥ that makes achievement gamers straight quit though.
And if you want to get that achievement, try apopalypse mode and the CT races. If failed attempt at CT races does increase the count of popped bloons of that type, i think it's the best way to grind it fast.
And in general, yes, play game for fun while it's fun. You'll realize this with time, if not yet :) I still didn't play the polyphemus map for that reason, it's not fun to me and i don't need monkey money so bad to have to play it. Maybe sometimes later, and may as well be never...
Same for the odysseys, i skip most of them because they're too long and don't allow freeplay (and the point of freeplay is to test your crew against all rounds up to 100). Playing them i feel like i'm doing a very specific job, and this is not good for a game.
