Is this safe for kids?
Is there any chat or voice comms with other players?

Yes it is safe, even multiplayer. As per the above, no voice or text chats, so this is a pretty safe game for kids, and a non-toxic game to spend some time.

Communication is limited to emotes that are innocuous.

Given there is basically zero advantage on playing multiplayer as opposed to singleplayer - other than standalone completion medals and bragging rights, or just the feeling of playing with others - there would be little reason for them to do so anyway, even if you were opposed to them playing multiplayer, they would likely lose interest pretty quickly due to issues related to multiplayer - i.e. connection issues, people not joining or leaving as soon as they join, etc.

the gigachad btd5 and btd battles flash had text chat, but btd6 only has emotes.

Yeah don't worry, there really isn't anything you should keep a look out on this game, other than the potential microtransactions if you even need to bother. Only potential idea i'd get would be on contest territory mode with clans of players, there's a chat as far as i know (unsure if you can even chat on it though, could take a look at that if one is taking place right now).

Unless they've changed it since I looked, its not chat at all. Its just a log of recent activity, such as 'player X took a tile.' Players can't actually chat there. The worst you can really see in the game is player names themselves or the names they give their named monkies (named monkies is something you honestly wont notice unless you actively look for them).
