is glue gunner set to "last" target good tactic?

no. You would want to put it on strong for that, and the T4 upgrade makes first the best option again anyways.

Usually anything that can deal with lead, can do a ton of damage to a single target, can do a ton of damage to moabs and/or anything that has splash damage.

Sniper is a classic for strong targeting for sure, as well as glue gunners. Glue gunners can also be paired, one hitting whatever is first and the other strong. You can specialize them, the glue set to strong can get the glue that slows MOABS while you dedicate the other one to crowd control of smaller bloons. Ditto for snipers, you can have 4 snipers set up with half aimed first and half strong. This way you won't get any "runners" that blow by super fast and get ignored, the ones that run the fastest will also get whacked.

glue puddles only drop from balloons popped by the acid affect so you'd want it on first to get the most in range of that.

My 4-2-0 glue monkey get set to strong. Same with the bottom path monkey. Middle doesn't really matter, lol. But once I get 5-2-0, it gets set to first.
