Does Grand Sabo ability and Ninja Paragon new passive stack?
new passive is (Ascended Shadow now deals 25% damage to all non-Boss MOABs that spawn)

and if it does stack, ain't it broken to just reduce MOAB hps by half?

No it doesn't stack. If you use Grand Sabo, it will will deal the damage and the paragon won't for as long as the ability lasts. Once it's up, the paragon will do the damage again
