Use that "flagged" account to play with mods,
and another one to play without them.
Send a message and you'll prolly get unbanned and just be careful with the mods.

In short: they stopped unflagging accounts and on the rare off-chance that you got flagged due some other reasons, like unclean save files, etc. you can contact them normally and they will fix it.
But modding and co will not be tolerated anymore, it seems like. It was different like half a year ago, where they gave people a second chance. It's now over.

I didn't feel cheating, cause I was playing offline.
To be honest, I don't want to be unflaged anymore, seems quite fair to have a banned modded account, I've made a new one that's vanilla, and I'm having fun with both of them.

What are you saying no to? Your phrasing directly implies that I was wrong and he was right.
It doesn't matter what it does. Even the modloader by itself is cheating. You may also want to research how Steam (or other platforms) handles cheating. It varies from game to game, but there is possibility of bans effecting more than just the one game. You risk more doing it on a platform than with a standalone app. Steam is especially intrusive. Its highly advised not to use steam on another person's pc because your account can be flagged by logging in from a flagged IP. Google before you cheat so you know what you're getting into. Take care.

It was him (Hill) asking a simple question and then confirming it himself. Did you miss out the question mark in his first post?
I thought you didn't understood that at all so I explained why he got to that conclusion:
