Manual targeting gwendolin cocktail
the info for this character says u can manually set target for this ability, but there is no option to do it?

uhh, did she level up yet? She doesn't get it at level 1.

I had the ability but can't set target

Just click the middle box when clicking on the hero thats all it takes..

Yeah I only used mortar where it's a nice and clear "set target" button whereas here it's an obscure combination of a bloon priority and set target button ^^, obvious now in hindsight ofc...
