Can BAD's be slowed down?

Can the Pink MOAB (BAD I think they are called, from round 100+) be slowed down by Ice / Glue monkeys as they always seem to go at full speed?

No, it can't. Same answer goes for using a 4-5xx sniper.

BADs are a separate class of bloon, pretty sure.

It's a MOAB class bloon with a lot of immunities. The only thing that can slow it down are the reverse motors on the Workshop track and the Time Stop power. (which only slows them to 30% of their speed compared to other bloons are slowed to 10% of their speed)

It is still MOAB class and takes all the extra damage from any ability that effects MOABs specifically.
