Whats cooldown?

I want to get a military class monkey knowledge unlock that stats: "Elite Defender has no cool down" but I dont get whats mean by this. Elite Defender is not an ability and therefore has no cool down, so what could it mean by this?

"There is a 10 second cooldown period between ability activations before the Elite Defender can reactivate its passive ability again.

- A Monkey Knowledge upgrade called "Master Defender" removes the cooldown period between ability activations."

Things can have a cooldown without being a manually activated ability. Wizard Monkey spells are a good example, fireball having a cooldown of 3 seconds between each fireball and Shimmer having a cooldown between pulses rather than just being a constant camo stripping aura.
