so no, it is not pay to win
You can pay to win, but that doesn't make the game pay to win. I think this is a case where connotation is more useful for a definition than denotation.
Also - by the time you understand the game to do impoppable, half cash, double moab, magic only, 'hard mode', alternate, and chimps - you will likely only need 1 power being 'cash drops' which you cannot use during chimps anyway and 'chimps' is viewed as the only "cool" thing to do in the game worthy of respect.
I saw that game was on sale for 80 cents, so I'll wait for lunar sale i guess..
It is definitely worth 80 cents when it goes on sale next. The developers update the game with new maps, modes and heroes at a pretty regular basis. Hope to see you bloon hunting in the future!
CHIMPS mode doesn't allow you to use anything you can buy with with real cash or monkey money.
And then there is the race. You will need lots of monkey money to make a lot of tries on the race. Monkey knowledge is also needed to get a little bit of edge. What does the race gets you? Getting into top 50 yields 450 monkey money 30 trophies, a cash drop powerup and a random tier 3 insta monkey. To get into top 50, you will be spending at a minimum 40K monkey money. Therefore, the race requires skill and very deep understanding of the game, things no amount of money can buy?
Is the race worth even botheeing with? For casuals, thats a NO. But for veteran players, definitely a YES, getting those race medals is simply for bragging rights.
In conclusion, is this a pay to win? It depends on what you want to achieve on this game.

I didn't say that, but if I HAD paid 10 dollars for this game, I'd be fine with that. I've put a few hundred hours into the game (albeit a chunk of that is idle time as I walk away and let the game run for awhile). I do believe the game is worthy of someone throwing a dollar at it; with the amount of sales that are on Steam, I don't see why anyone wouldn't wait for a sale since this regularly goes on sale. Of course, I tend to be a cheapskate!
