Adora on the other hand has huge range and damage with the ability to sacrifice towers to gain XP, and believe me she is strong and having her maxed is great.
The question is, are you willing to sacrifice Moab damage from hero and use her mainly on some choke points and for full map clear (bloons only) or do you want adora that has huge range and can attack pretty much anything with very great ability? I would personally go with Adora, but thats my playstyle.

Sauda is just way better. Having less range means very little when you have higher attack speed, damage, the ability to deal with all bloon types also a slow+dot.
Since you will not agree with me on this one Matt, lets NOT fight about this.
But yeah.. i wish that Sauda was that good on hard difficulty. I liked hug monke boi for some time, but eventually it was boring. With Sauda it was better, but as i said she isnt that viable in hard runs.
What? Heroes all serve totally different purposes.
Adora is my least used hero so I don't know all that well, but as I understand it, she's relatively weak until level 15, brings no utility, and requires cash investment (via sacrifice) to reach her full potential.
Sauda on the other hand is cheap enough that you can place her down first in CHIMPS and can basically solo the early game.
Tried it on the first level for a laugh. Had to place an Alchemist halfway through wave 30 because you can't kill all the Leads with her Leaping Slice. With 4-2-0, she finished off the MOAB on the third pass and instakills the Ceramics with Leaping Slice. I had enough money saved up to easily drop a 0-4-0 MOAB Assassin and with 2 abilities, instakill the MOAB. I eventually lost on wave 50 because the leaping slice missed 3 green balloons ><
To even be asking this question, the OP can't be that experienced with the game. Adora takes some work to make decent. Sauda just takes a remotely intelligent position and she'll carry the early game. Complete enough and you'll have enough MM for the rest of the heroes and skins.
Putting aside that Sauda does more than enough damage to pretty much solo carry a game if you buff her...
The context of this thread is all that matters.
OP is asking which to unlock, which probably means they aren't that experienced at the game.
Sauda is crazy powerful for dealing with regular bloons, which is most of the waves until you get into 81-100. That gives you tons of money to spare on actually building towers to deal with MOAB-class bloons, which means you can power through almost every single track map on Easy/Medium/Hard and most alternative modes for more Monkey Money.
Adora is has large range, pierce and good abilities but is expensive/slow to level up and has deceptively low overall damage against single targets. Giving her buffs or support doesn't massively improve her but also really needs it.
If you want a simple, strong, cheap and reliable DPS then Sauda can make lots of maps easy. Doesn't need a lot of know-how of the game to be good in any strategy.
If you want a cool but advanced Hero to focus all your attention on, then Adora can be a choice. Needs some awareness and can still potentially be unreliable and expensive to accommodate your strategies.
Choose Sauda, she's really good now until whatever the next balance change might do to her.
and she be max lvl around round 80 + she can hit leads and with camo upgrade from village are able to hit/kill every single bloon in game which cannot be said about Sauda.
Adora is pretty much a wizard 4-0-1 right from start with a much lower price
where Sauda is more a tack shooter 2-0-4 and nearly the same as Pat Fusty, only difference is she got speed where he's got power.
