So the answer to your question is no it does not.
What other towers lose the buff super fast? Just any fast shooters like Super Monkey and Wizard and what not? I feel like basically all of them can shoot super fast though?

Plus, Apache Prime missiles cannot damage black/DDT. Perma-Brew only enhances other form of dmg, but does not grant black popping power to the missiles:
Since Patch 12.0, Sub-towers such as Commanche's mini-commanches no longer can be affected by Alchemist;s drinks and Overclock.
For any higher tier Heli, your best bet is to use a MIB instead of Perma-Brew, or don't too relying on 4XX Alchemist alone in late round.
For low cost DDT counter, add some MOAB Press, MOAB Glue, or/and Bloon Sbotage.
However, a low tier Heli with Quad Darts and Fast Firing, still pretty solid with Brew. You can rely on it to carry early rounds and focus on expensive upgrades/be greedy on eco.

Heli on steroids is amazing late game strategy.
Never brute force a group of DDT.
I see a Overclock vs no Overclock version more. Apache's other attack can still damage DDT, but,
as we said already, the missiles consume Alchemist buff as well and cannot damage DDT.

MIB is just optimizing Apache's attack, but again, never brute force on DDT without other kind of slow/stun, damage amplifier, fortify remover, other DPS, etc.
Overclock cannot have 100% uptime on T4 or T5 Heli as well. (Or afford Ultraboost in CHIMPS/less aggressive eco)
Plus in CHIMPS, player cannot sell. If Alchemist buff is necessary on an early Heli, so does it, regardless whether it is optimizing on Apache or not. If you cannot survive earlier rounds, there is no point to discuss late game strategy.
The only way to make 4XX Alchemist more effective in late game is: Let it be (most of the time should be), Chinook it, or Adora's sacrifice to Lv 20 on R100.
A great example would be Infernal CHIMPS (before the map tweak).
