Everything a 0/0/0 Village does is increase the range of other towers in its radius a little bit.
The first upgrade path has a couple of important ones, Jungle Drums (to increase attack speed) and Primary Training (for increasing Primary monkey popping power).
The second upgrade path is probably the most important one due to Radar Scanner (camo popping power) and MIB (especially good for DDT's and buffing Ice Towers). Call to Arms and Homeland Defense are essential for late game freeplay due to the hugely increased attack speed.
The third upgrade path can be used to make upgrading other towers cheaper with its first and second upgrade. Otherwise it's not much used, but Monkeyopolis can be useful if you're going late game and have limited farming space.
Overall the Village is your basic support tower you will most likely buy between rounds 30 and 60 in about a half of your games. a 2/3/0 Village is the most common one to go for, and it's usually placed in a very central position so that it can cover most of your defenses under its radius.

So I place the village and then get the upgrades 0/0/2 and then I can place towers cheaper within its radious? Or is it just cheaper upgrades for said towers?
Also, it seemed to me that towers that I placed prior to the village didn't benefit of a cost reduction for upgrades.

It only affects upgrades, and up to tier 3. It should also affect the upgrade prices of towers placed before the Village, provided you haven't upgraded the tower up to tier 3 already, in which case you have nothing to upgrade for the discounted price.
The discount a 0/0/2 Village gives also stacks with two other Villages, meaning that a single tower can get a 25% discount from upgrades (15% + 5% + 5%). The 0/0/1 Village discount doesn't stack, you can only get one of those for each tower.
As an additional note, this mechanic can be useful in Deflation and some Daily Challenges, especially the Advanced ones. It might help you save some important money you need to get an upgrade you couldn't afford otherwise. Just make sure the discounts are bigger than what you lose from buying and selling the Village.
