Both of you have very good points
I agree that ice monkey would have been a better fit in the magic category since the only scientifically logical upgrades for them are cryo cannon and icicles.
*Edit: Also BTD5 and previous games did not categorize the monkeys so no it has not "been primary for a long long time" xD Primary and Magic separation did not even exist back then until Bloons Monkey City & BTD6.
Sniper must have been a primary tower too, since you unlock it before Boomerang tower, Bomb tower, or Glue Gunner. (BTD5)
In previous games you unlock the towers in an order that is completely unrelated to the current categorization of BTD6.
Still, that has nothing to do with /why/ Ice tower would be considered primary rather than magic. Nobody here has provided an explanation of how the Ice tower could logically work using science so it seems Ice tower would probably make more sense to be under the "magic" category.
