Seriously, I'm curious.

It crossed my mind when I noticed like most of the dialogue in this game makes it clear that the 'Boss' is clearly a man, because clearly we are 'Men of Culture'. But what about 'Women of Culture'? Surely some females out there actually find something good to do in this game, like admiring beauties or something...

Or am I just overthinking things?

Was given during the anniversary stream last year so maybe we will get another in November.

The way the girls (especially Tshukushi and Nagisa) react would not make sense if the owner was female...

Actually, Nagisa's reaction could make sense. Don't forget that she is also very shy, and at first she thought pervy doggy owner uses her sister's naivety for his / her own goals. So her reaction to such person would be natural even if owner was female.

Think it is similar for most games on DMM, many gacha games dont care to target players 18 and below since there are spending limits for them. Especially games like this are extremely unappealing to spend on if you hit your spending limit and only get like 3 or 4 pulls out of it.
