Report a translation problem
If a Sub moves before attacking then the vessel it attacks will have its losses reduced by 50%, and the attacking Sub will have its losses doubled.
You might want to look at page 119 of the Manual where this is all laid out.
It's very frustrating when you play for a week, make a plan, and the other one surrenders by the end of 1941.
So allies you have so many options.
You could try harder out of respect.
