Great post and while we very much like the mod, it was not done by anyone on the development team.
This was put together by a fan of the game that is also as you can see a really great artist too :).
Great idea on mixing and matching elements from the two mods as well.
In terms of how does the game know which sprites to choose from, essentially it loads all the default graphics except for those that are in any of the mod folders, and if the mod is turned on, e.g. enabled, then it will load those instead.
The mod folders just need to be structured accordingly, e.g. with the appropriate structures as set in the README.txt file found in the USER mod folder.

Mod packages that simply include modified graphics, sounds as well as possibly localization text, that will overwrite the game defaults,
must be installed to this folder in order for the game to properly locate and read the modified files.
Example:

Users\<username>\Documents\My Games\Strategic Command WWII - World at War - Editor\Mods\<modfoldername>\Bitmaps

Mod packages that also include modifications to the default campaigns can be installed here as well.

Just replace them inside "xxx\Steam\steamapps\common\Strategic Command WWII World at War\Community Pack\Mods\Iron_Cross_Mod_v4-4\Bitmaps or make a copy of the original mod and replace them inside there.
