Infantry Weapons/Warfare, and Mobility if you can manage it.

There are events that effect Indo-China, so you don't need to fight for it every time.
If you are having problems getting forward in the Chinese fronts, it might be good to figure out the game mechanics. Figure out how the mountains, hills etc effect fighting and the entrenchment levels especially.
Using planes and arty to lower the defenders entrenchment level before attacking makes a big difference. (Not all planes lower it, check the properties.)
When attacking there is big difference with armies and corps, look thru their attack values in the properties.
Getting the Infantry Weapons tech to 2nd level makes a big difference also.
IMO most important thing: Your HQ:s. They provide supply and make your units to fight way much better than without. So, they must be in right places, usually in or adjacent to cities or other supply sources. Use auto-assist or manual mode with them, so you can choose which units they command.
