Report a translation problem
Very odd, just tried on my end and it seems to be fine, perhaps your anti-virus software interfering?
Might be worth whitelisting the game in your A/V software to see if this helps,

Can you try the following?
1) Navigate to the following folder and delete the SC3.ini file as this will then have the game ask for your preferred game play resolution again when you launch:
C:\Users\<username>\Documents\My Games\Strategic Command WWII - World at War
2) Try changing your 'Scale' percentage to something lower to see if this helps. This article will help:

Granted this is not an ideal solution but it should allow you to get the game up and running as it seems your particular setups likely have considerable scaling being applied.
Note: what is mentioned as your current resolution on the Windows Display Settings screen may not match what the game reports, the game will report what actual resolution you are running after scaling. For example, if you are running a 4K monitor with a resolution of 3840x2160, with let's say 200% scaling, you are actually running a resolution of 1920x1080 and the game will detect and report that resolution instead.
