They may have a HQ commanding them which will boost their combat power, and it will lead to their fighting significantly better if your own troops don't have a HQ present to command your forces.
Other than that, better supply is likely for the British if they are fighting in the UK.
Researching Infantry Warfare also boosts unit morale, and will make a difference.

I'm interested to know why the USSR may have entered the war early, as Sealion does trigger a small increase in Soviet mobilization but certainly shouldn't suffice on its own.
Have you kept Japanese units in Manchuria, and Axis units around Warsaw?
The exact details do appear in game, and can also be reviewed via the Strategy Guide which is accessible either via the launcher menu or via one of the buttons at the top right of the screen while playing.
The general consensus since the game was released has been that it is balanced or somewhat pro-Axis, so I would like to get to the bottom of the situation in your game if possible, to explain things where necessary and if there are any bugs then we will of course do our best to fix them.
The brits dont have an hq nearby. I have surrounded Londod, there is one corps garrisoned and it wont budge. Like at all. I have three hqs nearby, doesnt seem to help. Is there somewhere a small walkthrough made by someone who won as Axis? Id love to read it.
Try using the S key to see your supply versus that of your opponents.

You can also try the game in reverse by playing as the Allies to see how that goes too to help get an idea on overall game balance as well.
However, a fully surrounded unit can only reinforce to a maximum strength of 5, so if you can weaken it, launching air attacks (Medium Bombers first, then Tactical if you have them) followed by land attacks will be best.
How did you win as Axis? Could you give me some pointers please? I scratched the Sealion plan and attacked the USSR right after I took France, in july 1940. Its the winter of 1941 and im completely stalled, despite causing massive losses to the Russians. I even attacked them with Japan and I am closing in on Irkutsk. I can try anything, nothing seems to make a dent.
One last question: does the ai get free units? If so, can these units be turned off in the scripts menu?
Yes, it does and these can be turned off.
To do this go to Options -> Advanced -> Scripts -> Unit
And uncheck any that you don't want to apply. AI only ones will be on the later pages, so use the arrow buttons to scroll forward.
However, it probably isn't best to turn them all off as they do play a function in assisting the AI to give you a good game (one of the functions of these is to give the AI the confidence and ability to launch invasions) so I would be selective in doing so.
