Same engine but you play the entire globe. Great game, I recommend it.

Is the scale of Europe/NA the same as in War in Europe?

No, Europe is smaller in this one but whole map overall is much larger.

The hexes are different scales so you get more detail in the Europe one but it only covers Europe and part of the US. This game covers the whole world but at a larger scale so you get the Pacific war and factions.
