You can also change the victory conditions for "Never Surrender!" option but that's a little more complicated.
(1) If you are the one generally winning when you play and want the game to fight on, you could set up/add a location to be required for a major/minor victory and then stick it in the middle of greenland or bottom right hand corner of the map or somesuch and never take it. AI would continue to fight on.
(2) If AI is usually winning and your contry is surrendering underneath you but you the player want your your nations to never surrender, then raise the national morale to huge number in the editor under country data (camapign data?), and require surrender only when opponent controls every city in the country (or around the world for Britain) for the nation to surrender. set lots of "Alternate Capitals" scripts so the capital keeps jumping to the next non-captured national city.
One limitation to the sandbox idea though is that you can only have two sides in the conflict, a nation can only either Axis or Allies (or Neutral/not activated.) Currently game does not support each nation out for their own interests. All nations are either Axis or Allied. Attacking a neutral makes them join the opposite faction. (But you can make some or all the nations in the Axis or Allied factions not allowed to support/cooperate with each other which at least forces them all to fight indivdually.)
