As for your question, the star indicates the level of your employee - just like your own player level - and with each level up their reliability increases, which has an effect on how likely a driver is going to have a crash for example. The higher the reliability, the lower the chance of a crash.
Mechanics require less time for repairs with higher reliability, and guides have a lesser chance to miss sights with higher reliability.
Experience is gained by completing trips and tours, or by completed repairs in the case of mechanics.
We've decided for gameplay reasons that a 100% damaged vehicle is still able to complete trips and tours, in order to not create a gameplay deadlock. But taking a damaged vehicle on trips a negative effect on your trips scores as the passenger surely don't like to take trips with damaged vehicles. The same goes for polluted/unclean vehicles.

yes, you will have to wash them yourself one-by-one. There is no auto-washing feature for your fleet.
