you might consider turning the automatic gearshift to "D" for Drive. You're probably driving with "N", which is the idle mode.
Unfortunately, Tourist Bus Sim does not support controllers. The game can be played with mouse and keyboard - the is a mouse control mode which you can activate, switch and deactivate using the mouse wheel - and with a steering wheel.
Controller input is on our list of future features for all our UE4-based games.
