And I downloaded the tool you suggested but it does not stay open it says it's checking then just closes. I take it that not what it should do.
The log indicates that the program quits after trying to initialize the graphics device. May I ask what graphics card you are using?

So i'm going to chalk it up as a unable chip seeing as it does not work. but i'll wait for your take on it.
Based on the IDs you provided (I assumed the "chipset" part is just a generic name of some sort), I could infer that your chipset is branded as Intel UHD Graphics 630:

I think it should understand OpenGL 3.0+ just fine. I've found the following thread with someone experiencing seemingly similar issues (haven't read it all yet, though):
