3080/I9 10900k choppy cutscenes and gameplay/ frame drop stuttering
Posted this to Capcom already but wanted to see if anyone else in the discussion has had this? I've tried all fixes recommended.

Uninstalled/Reinstalled games (RE2 remake, 3make) on to SSD

Checked video card drivers on nvidia, up to date

Installed codec pack

Verified game integrity cache

Went into Nvida control panel and changed the power management and all of that

Changed presets from highest setting to lowest (still get the stuttering)

Hate to say it but its on the games end, I am thinking they have to make drivers for this game for the new CPUs and GPUs, before this build, I was running with a 1080TI, 32 Gigs of ram, I7 6700k and had no issues running RE2 or RE3 at all, now that I got my new build, nothing but problems out of these two with the stuttering, this is the only games it does it on as well so that's how I'm sure its not any of the hardware, RE just doesn't like the new GPUs or CPUs.

Anyways specs below

1. Intel 10900K Comet Lake
2. Home built
3. Nvidia Geforce RTX 3080
4.460.89 Driver
5. 32 Gigs of ram
6. Windows 10 Pro 64 Bit
7. Avast
8. Acer 32 inch monitor
9. HDMI cord, dont have model
10. North America/United States

MY Issue

Everytime I play, I keep getting micro stuttering in the game and in video every 4 to 5 seconds, makes the game completely unplayable. I have tried switching between DirectX 11 and 12 I tried all recommended fixes/codec packs installs, I switched from highest present to lowest, nothing seems to work. Does it in game and in cutscenes. Does it right when playing.
Skipping happens while moving the charcter around. did not resolve after reboot. I am out of ideas for fix.

Wanna note, also happening in RE2 and I posted about the issue there as well, I just went on to RE2 to check to see if it was doing the same thing, and it is, I am not sure if because my hardware is so new that drivers need to be made to fix this issue but its pretty bad. Also you have to move the charcter around like when you are running move the camera around and it just starts freezing and pausing for a second, choppy.

Try turning off V-Sync in the game settings and in the NVIDIA control panel. I had the same issue and that seemed to fix it for me.

So you might be on to something. I just went into Nvidia control panel and turned it off and the game and it improved. The only issue I have now is the screen is tearing, wonder if I can turn on one either in game or in nvidia control panel or turn to adaptive.
