Weird HDR Issue
So I've never had an issue running this game in HDR in the past like other people have. I hadn't played it in a while - have played it post RT patch though with no issue. Last week I had a 55 inch TV as my monitor and downloaded RE3 to play it again on the big screen. 10-bit with 4:2:2 over HDMI in HDR mode was working great. I swapped back to my normal monitor yesterday 10-bit RGB over DP and HDR is all grey. I tried using a HDMI cable on the monitor with 4:2:2 without luck. All other games work fine in HDR, I often have issue with RE8 but that usually sorts itself out with a restart.

Anyone know about this or how to fix it?

Addendum:

I changed monitors from a 1440p to a 4K both using DP and the 4K one worked in HDR. I went back to the 1440p one and no dice still. Both were in 10-bit RGB.

I am having the same issue! With both RE3 and Village. On a 3440x1440 monitor, 8-bit RGB Full.

I did manage to find a workaround. Turn off HDR in Windows display settings. I think it's doubling up with Auto-HDR maybe...
But turn it off and then turn it on in game, you still may need to restart the game once more. But that did the trick for me.

I believe something may be broken with Nvidia drivers. I was using 512.95 drivers for months trying to intentionally reproduce this washed out HDR in RE2 Remake, RE3 Remake, RE7, Village and DMC5 and was unable to reproduce it. As soon as I updated my drivers the 3rd launch of RE2 Remake's HDR broke randomly. It seems to only be effecting games that do not require Windows HDR to be enabled prior to launching the game. Games that require HDR in Windows display settings to be enabled before launching are completely unaffected

I figured out what's happening but I don't know why. It's shifting to rec.2020 color but not gamma. If you take a HDR screen shot with Ansel/NV tool selecting HDR it will save a color accurate HDR picture, not what you see in game.

I did figure out how to fix it...kinda, because I couldn't even get it to work turning HDR off in Windows at one point. Using CRU if you restart your driver and then open the game immediately it works for me.

So It does appear to be driver related. It has to be a bug with drivers or windows because this is not exclusive to capcom hdr games. Let me know if this key combination which restarts the Nvidia graphics driver also fixes it, Press the Windows Key + Ctrl + Shift + B. Also what kind of monitor does this happen on?

Awesome tip on the GPU restart, thanks!
And it happens on every type of screen with a HDR mode I've used, monitors and 4K HDR TV's. One in a million it'll work fine with HDR activated in Windows. Most of the time it works if you disable HDR first and sometimes I need to restart the driver.

I wish I didn't want to use HDR, it offers far better blacks and eliminates colour banding - even on cheap "HDR ready" displays.

Ok I'm going to try to get Nvidia to look into to this. Also which GPU do you have?
Update: The keyboard combo does not fix the issue but your suggested CRU restart does work.

Had same problem with Resident Evil 2 with 2 displays connected was getting washed out grey looking colour.

Fix
1,Disconnect monitor Or TV. Only one cable can be used dunno why.
2 Turn Off Windows HDR
3.Restart PC
Game will use REC2020 colour setting over HDMI.

I don't have to disconnect any cables or monitors. Simply restarting the PC fixes the issue for me every time. Or using CRU to restart the graphics driver.

Sadly i don't know how HDR is handled on the Windows side of things. But the only game that has major problems from Capcom with HDR is REmake2 if you don't own an OLED with HGIG. All other games use proper calibrated HDR settings on my HDTV, no elevated blacks, gray areas, etc.

Nah RE3, RE7 and DMC 5 have the same exact issue. It happens with non Capcom games as well. It can happen with any game that is capable of detecting an HDR display and flipping Windows HDR on it's own without the user doing it manually before launching the game. It's a driver or Windows bug.

Oh, i didn't know that because i don't own a HDR Monitor, just a G-Sync 240HZ one.
I only know that REmake2 HDR is broken on both PC and PS4/5 with non OLED displays that can't use HGIG for perfect black levels. REmake2 is the only game that has this problem out of all Capcom games i own on the console.

If you use a non-OLED TV for example on the Console, REmake2 will look gray, washed out and blacks will be elevated. However REmake3, 7, 8 and DMCV don't have that problem.

I tested it on an LCD and an OLED screen, so i know the difference. Guess Windows HDR is a bit funky overall.

This would seriously drive me crazy to setup HDR every time i want to launch a HDR game.
Glad there is a semi-fix for PC players however.

So we've all hit the nail on the head now. For a lot of people, RE engine games don't initialise Rec.2020 properly. When you're already in Rec.2020 you get put into SDR Gamma with Rec.2020 color. So you need to launch the game in SDR for it to switch properly. But sometimes the driver locks the engine out of Rec.2020 gamma entirely and you need to restart the driver. Knowing Capcom - they won't fix this.

It's sad to think most people are convinced these games have a bad HDR implementation. RE2 is really vibrant in some scenes and others have very black blacks that you just don't see playing in SDR.
