I don't know when the next sale starts but for your other question, no. You can't repurchase an item you already have unless as gift for someone else. When you try to purchase a bundle that includes a game you already have, the price is reduced from the total and you still get bundle discount for the remaining games.

I can get the games I want for the sales price year round, because I know where to purchase the steam key online. Except for the 1-3 months after release.

You can take a look at the current and lowest prices for your country at steamDB:

There you can also see how often there were sales and in what interval.

Watch out for if a collection is labeled as a bundle or package. A bundle discounts the parts you already own, a package does not.
