In the real world Jill looks the same because the RE3 remake was the first to establish how she looks in the new canon, they had the basic model, they had the face model, and they want to keep things consistent between media.
Changing her look drastically would require a backstory explanation of the events of 5, which of course haven't been told yet, and there's barely time for that in a 90 minute movie. It's just easier and simpler to have her look the way you'd expect her to.
She was blonde because of cryostasis/agent used in that dumb contraption causes pigmentation issues. That's why she basically turned normal when you rip it off.
Also because Capcom loves to make you think something is up "Oh is that nina?!"
They did it with Chris in VIII too.
