Just choose to play as Jill. It'll replace Carlos in the RPD / Hospital sections. ;)

Can you just replace at the RPD? While it makes sense for Jill to go there...not so much for the hospital.

Plus does the dialogue change too? Seems like it from video...though I guess no way to get Nemesis as a pursuer in RPD 😞

Im sure there are mods for that, there was a vid of nemesis in rpd.
edit- never mind he turned the zombies into nemesis and edited the video to show
