It's something they wanted to save resources on. But again, it's not because of consoles. The base PS4 can handle all 20 zombies in REmake2 from the starting location, each being fully animated, the game runs on 40-55 frames there. Same goes for gore. All those street level zombies can be dismembered, all body parts fall on the floor and don't go away.
I don't know why they bothered to put half animation zombies in a distance or even downtuned the gore system. Because consoles can handle it, and Lord Zeus knows that PC can obviously too.
Google it.
And if you mess it up, just verify your files and try again.
yes it was, but since re2 is indoors mostly, you don't see it in action. It happens to zombies in a distance.
