G19 if you take your time for headshots. I only used G18 for the final boss.

There's no better. It depends on the situation.
G18 is fully automatic, G19 semi-automatic.

If you got the upgrades, the base glock is better. Otherwise the automatic one.

By the time you get it the pistol is pretty much useless unless you're out of ammo for everything else. Once you finish the game unlock the samurai edge and never touch those crappy pistols again.

Fully upgraded G19 is better per shot, G18 is often a better choice though as the player is usually swimming in ammo, especially pistol ammo, by that point. Can't say I really made use of either once I got to hospital though, as I'd be applying the shotgun to most of my problems by then.

I used the G19 the whole game but used the G18 for it's burst fire on the final boss because one 3-round burst pops one of those pimple things on Nemesis
