Zombies always evolve into talking and regaining more of their human functions as they progress.
Personally not a fan of things like this... but its in almost everything zombie.

I mean romero zombie lore is the most common basis with slight deviation and they introduced both bub in day of the dead and the black character in land of the dead (I don't know if he ever had a name, probably was on his uniform tho)
i know movies, but as said a lot of zombie lore is jacked from romero and changed slightly.

Plus, we've got Nemesis running around groaning 'STAARRSSS' constantly. It isn't a big stretch.
Nemesis is a B.O.W not Zombie.

IDK, I think it's on par with the other zombies, ever since RE2 remake I always hear the female zombies once in a while say "Give me/Gimme" and the male zombies say "YOOOOOOOUUUUUU" and then Kendo's daughter spoke. Also in RE1 there's the keeper's diary which you see the regression of the mind of a person turning into a zombie, "Itchy Tasty". I don't think it's far fetch IMO.
