He has the scripted chases with you, but once you pass into certain rooms or areas, you are completely safe.
In fact, you can see how scripted everything is by just . . . stopping . . . during some of the scripted chases. You can wander around some areas as long as you want in the middle of a 'chase', and Nemesis won't pursue you until you cross an invisible line at the end of a room or doorway.
that's a bummer :/ i was pretty hype hoping he had the same sort of mechanics like Mr. X did in RE2 Remake. that mother ♥♥♥♥♥♥ followed you EVERYWHERE if you weren't quiet. I can't say that im surprised either. Capcom has always lied about at least one thing with their games and that must've been it.
I didn't think much of Mr. X, but I did have to avoid him and he could be a concern.
Nemesis is unfortunately a few glorified chase sequences :(
Mr. X was terrifying because nothing you did would stop him. You basically just stunned him and ran and hid.
Nemesis pops up and you can just ♥♥♥♥♥ slap him into place and stroll into a safe area. Nemesis just equals free stuff when he shows up.
He sure as hell can follow you into that little diner though. I thought if I ran in there he'd leave me alone. Nope he power slammed the door open and slapped me around. Then funny enough I ran over to the building where you do the railway puzzle and he immediately left me alone.
i never heard of anyone complaining about Mr X cornering them in rooms, but it wouldn't surprise me.
The chase sequence at the construction site - you can hang out in the lobby and he waits to come up the stairs after you until you move to the second floor. On the next floor, you can hang out by the ladder and as long as you don't start to climb it, he won't enter the area, even though the chase music is playing and he is supposedly 'right behind you'.
And it is all so Capcom can give you "cinematic moments". Nothing is free form. Mr. X was great, you had all these videos of him surprising players and them losing their minds. Every 'surprise' appearance of Nemesis is scripted and on rails.
There's a whole bunch of rooms Nemesis can't follow you into, not just including safe rooms. Most of the smaller rooms or rooms that would be pretty difficult to get around him even with dodging can't be entered by him either. Even some rooftops and such, he doesn't follow you up the ladder but instead teleports around the back and flies up the stairs when you get close to them, etc.

He still falls for the same tricks as Mr. X too, namely you can step out of a save room for a second, shoot Nemesis a few times, then duck back into the save room at which point he'll just suddenly forget you were ever there and begin walking off. If he reaches a certain point he'll vanish, only to spawn back in at the same place every time you leave. It's pretty heavily scripted.
The Toy Shop is the only instance I can think of of Nemesis being interesting and watching you through the window. Most other times he just spidermans off and spawns back in once you leave.
There's been plenty of videos on the topic. I've seen one where he opens the door in the small room with the medallion between the library and because the player is obscured behind it, walks straight past them into the library itself. I've seen another where a guy hid in the library and waited for Mr. X to show up based on him doing nothing, firing his gun a bunch, or sprinting around. Forgot the exact numbers but he didn't show up for over a minute when he just stood there doing nothing.
Mr. X's only real problem was his immortality. They could have and should have designed him to be fully random when he spawns in, and you could shoot him until he falls down flat on his face, then collect some ammo, just like the original. He should also not have been active until Scenario B, again like the original, to let players like you who didn't enjoy his mechanic get some gameplay without having to deal with him.
As he was, he's still a fun obstacle to bypass, and can add a lot of variety to the station as you try to run away from him. He was scary when you didn't know when he was going to turn up, I remember once looking down from the upper balcony in the lobby and seeing him walking around below and it really shook me lol, I wasn't expecting it - normally he sees me first.
