Yet it's contrasted with the way she treats Brad. She seems pretty chill and friendly with him. Jill treats Carlos and Mikhail the way she does because they're with Umbrella who are the reason Raccoon City has become a nightmare world. After what she went through at the mansion and what's happening to the city (her city) now, it makes sense that his "I don't know anything about that" falls on deaf ears.

I'm not a fan of this game, but Jill's early interactions with Carlos are not one of my problems with it and make perfect sense.
