Probably because Jill stops if you try to dash into walls. This seems to affect perfect dodges even if you do manage to get the timing right. I've seen someone mention that if are already rolling but end up hitting the wall dodge ends and zombies can grab you (and other enemies I guess).
To be honest I'm not sure what they could've done to make it harder. On first three difficulty settings his attacks are extremely slow, and some combos don't even go for full length. Speeding him up seems like the only thing that could really change things. I would've preferred an entirely different boss fight though, something that actually included you fighting and not evading while shooting pustules. I also really hate that back generator since on Nightmare you pretty much need to knock him down twice to put it in without risk of getting grabbed.
The tip from the video:
-When you get him down the first time you spend the time reloading and don't begin pushing it in until right when nemesis groans (the beginning of him getting up.) Once you see the animation of the power source being locked in make sure you're holding the direction to the other side of the room and spamming dodge. His instakill reach animation will miss and the recovery is long so you'll get time to kill some 1/3 to 1/2 of the postules. I'd save the farthest node for last because you don't need to wait on that one and there's very little room for error. The downside being you still have to make it to the gun alive...

- When you perfect dodge (with the magnum at least) I noticed you shoot whatever postule you like onto, regardless if his arms are in the way. Don't aim after a perfect dodge until it's the last move in his combo, or one of the sweeps, but it can help you can a quick one or two.
- If you're like me and don't have the rocket launcher: Grenade launcher will require 2 assault tokens to one shot the postules. Otherwise don't bother with it imo.
- As "Daddy Didact" notes, you have the time to recover from a vertical slap and dodge if you're close to nemesis (Half way or so?). Just be aware every hit knocks you backwards, but I find it's better to fight him from close.
- The dodge book gives tons of leeway on when you can dodge the sweeps. I would just continuously spam the dodge button while moving toward them and hit it nearly every time.

Now I'm gonna whine about this fight so if you like it and think it's perfectly fine feel free to ignore the next paragraph.
I do agree this fight is broken and should be patched. The stun lock is likely not intentional, healing is a game mechanic and if a last boss is a test of your ability to play a game surrounding health management and ammo conservation you'd think you'd be able to use the healing items you want. Also the fact the vertical combos are pure stun locks from far away but not close even though they're the same attacks is a lack of polish. Anyway, that's me ♥♥♥♥♥♥♥♥ about the fight.
You just have to smash buttons in order to get Jill faster up and then dodge at the moment he attacks you.
Sounds like Gambling but it isn't i mean i beat him a couple hours ago before that i failed at least 20 times and i was wondered afterwards why this took so long just observe him carefully stay in the corners and everythings fine.
I've watched playthroughs, people that know how to dodge seem to be doing fine lol
