It's the same, Biohazard is the Japanese name

Different names for the same thing.

The series is mostly meant to be a commentary on three of the biggest flaws of the United States.

1. Allowing private business to do whatever the hell it wants (Seen in how Umbrella literally owns an entire city, this being Raccoon City)

2. Lack of healthcare as a right to its citizens (the only country not to have this), meaning any viral outbreaks can and will spread fast hopelessly

3. America's desire to police the world, causing them to blow up other countries in the name of American Exceptionalism (RE 4/5/6 focus on this)

So the series was named "Biohazard" suggesting that America is one giant "Biohazard"

However, while the word "Biohazard" is creepy and horrifying in Japanese tongue, it's an incredibly mundane word in America. I mean hell I see the word "Biohazard" anytime I clean a window.

But more importantly the word is so common in English Speaking Nations in general, that it's impossible to trademark.

For this reason Capcom's American Branch suggested the name "Resident Evil", because the first game in the series was about a Haunted Mansion you slowly learn isn't actually Haunted over the course of the game. (It was the early age of 3D, no one knew if 3D was going to stick around or be a giant fad, so.. they didn't have sequels in mind when they came up with the name... happens more than you'd think.. Final Fantasy for example, or Dragon Ball despite the Dragon Balls really only being central to the plot for first incarnation and for the Frieza Saga of the sequel)

RE7 was in Japan subtitled "Biohazard 7: Resident Evil", both as a nod to its American name, AND because it finally dealt with Residents who are evil.

For the PC releases, the games were called "Resident Evil / Biohazard" because Capcom was too lazy to give them separate entries for the Japanese Playerbase. That changed with RE3

2. Games don't need LGBT characters to be "Political", just because you ignored the subtext, doesn't mean it aint there.

3. Zombie Games in general tend to have political themes (Especially Resident Evil and Dead Rising), mostly because the guy who invented the genre (George Romero), intended Zombies to be a commentary on Capitalism and Consumerism

In late 1994, Capcom Entertainment in the US was starting to ramp up marketing plans for the game that would eventually become known as Resident Evil in the US. Capcom Japan had let us know that the name of the game was going to be ‘Biohazard’ in Japan, but I pointed out to the person who ran marketing at the time that it would be next to impossible for Capcom to register the name in the US.

“As an example, I pointed out that a crappy DOS-based game had just come out in the US called ‘Biohazard’ (not to mention the New York hardcore band of the same name) and that we’d never be able to secure the mark. As a result, the head of marketing held a company-wide contest to come up with a new name for the game.”

“After combing through a huge list of entries, the marketing group decided that ‘Resident Evil’ was the best, as it was a clever pun – the first game was set in a mansion, get it? I voted against the name – I thought it was super-cheesy; can’t remember what I felt was a better alternative, probably something stupid about zombies – but the rest of the marketing crew loved it and were ultimately able to convince Capcom Japan and Mikami-san that the name fit. The person who actually came up with the name was a designer in Capcom Digital Studios, Capcom’s first US-based development group

I've always thought it's named Resident Evil because it's an evil (zombies/BOWS) that reside within settlements, as in cities/villages full of zombies, because most RE games take place in cities or villages.
