It's supposed to be a horror game. It's scary to be chased by a semi-invincible monster that can mess you up. The math is pretty simple.
being an imposing and scary opponent as opposed to him just being a
♥♥♥♥♥♥♥ pain in the ass sometimes.
No one had a problem with him showing up and chasing you. People DO
have a problem when he doesn't ever stop chasing you. At which point,
he's no longer scary. Now he's an incredibly annoying obstacle that forces
the player to waste time leading him away so that they can finish a puzzle
or look through an area to get a key item.
No one enjoyed Mr. X harassing them during the library part where you
need to ring around the rosey him just to finish a section and progress.
The earlier games did it better. When he showed up, you had a choice.
Deal with him, or run away. It was scary because he could show up at
any time, but you COULD escape him and then continue onward. Now
you can't deal with him (like at all), so all you can do is run away, and
literally run away nonstop until you get to a major story portion, because
he won't stop. That isn't fun.
You guys got your wish!
If he stalked you the way Mr. X did, you'd have casuals working on mods day 1 to have him removed from the game like they did with Mr. X in RE2... at least that garbage took a couple weeks because he wasn't even a threat...
Casuals just didn't want to learn how to time pressing down on their controller when he attacked you.... or like maybe saving a couple flash grenades to easily bypass him in like 2 areas where you're forced to walk by him.
Until you turn into that little girl and hide from that man then the script goes down hard and got boring.
The thing with Mr. X was that he was a one-trick pony. The first time you encounter him, he's big and scary and you don't know how to deal with him. After then though, you quickly realise ways to get around him and he just becomes an occasional nuisance. Running straight at him then swerving to the right when he winds up to swing a punch so he swings right past you was always my method, and then he's never fast enough to keep up and has no attacks that fire fast enough to hit you when you're running away, so he only becomes a problem again when you stand still. The only reason people complained about him was because they weren't smart enough to figure out how to get rid of him or avoid him.
Nemesis on the other hand can jump right infront of you from behind, stun you, and his attack patterns guarantee he'll hit you unless you use dodge at the right time. He's faster, stronger, and you can't avoid him showing up by walking like with Mr. X. He knows where you are and he'll spider-man his way on to the scene the moment you leave that safe room. If he did stalk you a lot more, the game would be really annoying to play, as having to constantly alter your plans every 30 seconds because he followed you in to every room would be detrimental to the fun of the game.
